everyone is a potential suspect
Since everyone is a potential suspect, the powers of the police are circumscribed. Otherwise, the cops would engage in perpetual fishing expeditions searching without probable cause for evidence of criminal activity. Of course, as a saint, you personally have nothing to hide so you won't object to any tracking (or other measures) the police may decide to apply in their investigation of your activities.

Welcome to the police state!
