Who is the reward aimed at?
Certainly not the criminals but then again, the criminals are not going to turn temselves into MS to collect on a bigger bounty.

Not for the end user. They would not know how to start looking for a "Major security flaw"

Not the guys who write the code. THey are expected to write good cade and will just be told to rewrite it or Mozilla throws it out.

Then it will be to the beta tester/developer groups who do that sort of thing anyway.

Before they did it for free, their reward being a robust system. Now they get "brawta," a little extra, a tip, if you will.

It doesn't give them more incentive to find the bugs: they had that all along. It gives them incentive to search more thoroughly and quickly.

Bugs found quicker are fixed quicker with less time for an exploit to be used.

Plus, there is also bragging rights.
I think that the fewer bugs in the final product, the few exploits we may get. Virus coders will just spend more time breaking the more vunerable software, i.e. IE.
