Fraud abroad remains 'uphill battle' for eBay

Educate users

I don't think hassling foreign law enforcement will get us very far, there are way too many of these criminals for that to ever be very effective at all. Instead I think it would be much more effective to educate end users on how to recognize these emails and what they should when they spot these scam emails.
