Avoidance will be made a crime
As surveillance is becoming pervasive, expect that any attempts to avoid it will be criminalized. Putting anything in a metal box, using tinfoil shielding, avoiding checkpoints, all of these things will become criminal acts. As the previous note said, the first stage will incremental; instead of it being a crime, it will justification for an intrusive and inconvenient personal search. "Special Treatment" as it were. The next stage will be to make it actually illegal and punishable.

This is exactly the same tactics that were used in the creation of money-laundering and property-seizure statutes.
