Microsoft never designed Windows to be secure they designed it to be easy to use.

User demanded easy to use and Microsoft provided. Users demanded no security because it was a pain to use. Now users are demanding security and Microsoft is giving it to them. It would be better to have designed Windows with security in mind but that's not what customers wanted at the time.

XP is fancy W2K which is combined Win 9x and Win NT. Long horn, I expect, will be more designed with security in mind as that is what customers want this time.
