Product Cost
I design software. You never add cost onto users for security. You should always build your software with security in mind rather than try patching later. Microsoft is a good example of how to do things completely wrong. They thought of security after the product had been sold.

Microsoft has never filed in any published papers that adding security to their software is bringing up the cost. Until I see such a paper your statement is incorrect.
