Yep they are reactive...
And no a zero fraud liabiliy policy will not PREVENT fraud, but because you are entitled to get your money back is deterrent enough to properly institute sound security measures. One of my financial institutions took a proactive approach and because they THOUGHT my card could have been comprimised (some major retailer's cc db got hacked or something) they cancelled it and issued me a new one.

The "having your account emptied will cause bounced checks, which in turn may affect your credit rating, which in turn may affect your interest rates, purchase of a new car, and so on. " situation..yea its a straw-man arguement because if you knew anything about that you would know you dont INSTANTly get reported and you are entitled to an investigation if anything like that would pop on there. Additionally, most instances in fraud, all the bounced check fees and other service items are reimbursable under the program.

Consumer education and responsibility is key here and making outlandish statements by using your debit/credit card is a security risk is a flawed argument. Check the major credit card issuer guidelines and they require 128-bit encryption to be in place during credit card authorization. I have been using a debit card EXCLUSIVELY for years and never had any monies mysteriously pop out of my account. Personally I view paper checks as a liability more than a debit card, and I REFUSE to have any of them around for my account.

So yes, its a paranoid stance and would be cured with education on the programs and other measures in place.
