The kid wasn't that smart. Well... he was 'smart', but if you look at the programs, he wasn't exactly a genius.
That is part of the scare factor, what this kid did wasn't exactly... lets just say it is well within reach for many average programmers. The idea for it was an epiphany, I will give him that.
And it is important to remember that he didn't directly wreak havoc. It isn't like a crazy driver who caused multiple accidents speeding down a highway. It is more like he started a rumor that told everyone to get on the highway at a certain time. A rumor that was spread further by each individual in the collection. So the starter of the rumor shouldn't be held fully accountable for the multihour traffic jam and the occasional car wreak even if he did mean for such to happen.
