This places the blame
I have to agree with you Jim. I make a habit of checking for virus updates before downloading my email. But that is just me.

The blame is on the virus and worm creators. Just like almost anything else there is always somebody who can't stand to see things work. So we have these unhappy few who try to ruin it for everyone else.

It may be that the ISP's could do more to scan email before we receive it. But even then I would have to keep my own AV updated; if just to make me feel better.
