Speeding is allowed because of taxes
Police taxes. Everytime you get a photoradar ticket or caught by speed trap you are funding Police. They'd never like to see that revenue dry up because after one offence you can't drive.

If you notice some place have stupid speed limits. They do that to entice you to speed then slap you with a ticket. Like poping playground zone signs where there are no playgrounds then sticking photoradar to nail everyone. Thousands or dollars a day are gained this way. Just paying your police taxes there you know.
