Easy to say when you are not that ISP.

But then why would he, necessarily, when his experience thus far has been so poor?

But would he? Remember, this is the person that is PAYING for the service in the first place! Would someone really pay to receive this treatment over and over?

Yes but what if one of these idiots is a relative of yours that you do not have to time to teach and you need to send a very important file to. Tada! Now you are just as screwed as the "idiot".
Moreover, it has been my experience that when someone gets more and more frustrated they are much less likely to think aptiently and rationally and most likely will never put two and two together.
Finally, for every minute the customer is dropped, the ISP will not be allowed to collect.
