A tad ridiculous
"all the infected PC's out there need to be dropped off the internet by thier ISP's."

While I share your frustration with all the crap that has been sliming the Net lately, this is simply not an option. Remember, Joe Sixdude is the customer. And as we all know "the customer is always right". Look at it from the ISP's point of view: continually drop customer from network, risk losing customer/business. How many times do you really think Joe Sixman will call his ISP to be let back on before her simply gets tired of the whole cherade and gives up on the internet altogether? This is WAAAAAY to much of a risk for the ISPs. And really, of all the problems we have with people abusing/being abused by things that are beyond their capability, I think internet use falls waaaaay behind other stuff. Take note that nothing serious happens as a result of all this spyware/virus crap. Mostly it just hogs bandwidth and annoys users with pop-ups and redirects. No one gets killed from this. Contrast this with all the utterly lousy car drivers out there. And think about this: you don't even need to take lessons firing a gun in order to be able to get one, and yet you are saying that someone should not be able to connect to the internet unless they're half a sysadmin. Better regulation needs to be enacted for REAL problems before we get to the pesky nuisances plagung the internet.
