catch-22 there in your logic

While I agree that both vendors and users need to take ownership of security, there are always going to be gaps in response time.

Your idea of totally shunting a user by their ISP would be a nice idea if it weren't for one glaring issue. Let's say I'm Joe User, I pop my mail, go offline for a day, boot up and *BAM* infection city. As it turns out my antivirus updates are available only to find out I can't download them because my ISP just cut me off... Or by the same token, let's say I'm on a Linux box with an outdated kernel package and the same thing happens. Hm I can't download source, I can't find a quick package.

I don't feel it is the responsibility of a service provider to necessarily police every device attached to their pipe. At the very most perhaps they could notify the customer with a voice message (but that gets rough for mom and pop ISPs) to let them know they've found virus like activity, but to completely cut off the user from the one resource that could aid them isn't the answer.

In the end I see two main areas that need to be worked on. Product vendors need to create software and hardware that is easy for the end user to patch/maintain, and hopefully is secure enough that critical remote exploits are few and far between. While end users need to be willing to accept more responsibility for "upkeep" of their systems.
