The ONLY way MicroSoft will EVER....
clean up their Win3x,9x,ME,NT,XP,Et,etc mess is for a massive FREE upgrade for EVERY installation in existance (legal or not) via a mass AOL style CD give away.

Fat chance of that ever happening.

Every other system is manageable by comparison.

PS: And they would probably screw it up with "activation" and "phone home" spyware.
