That was exactly my first impression
However, I have noticed a slight shift in these stories in the last month or so, they start talking about "regulated" and "unregulated" P2P - I am starting to get the feeling that they may be trying to form some sort of "official" P2P that can easily be controlled and monitored, but they want to outlaw "unregulated" P2P first.

It's all about control.

P.S. - If someone is leaking secrets in this manner, they need to go away for good.
