it depends what you mean
could it be if you did not open every port (door) on your computer and put a welcome sign in front of it, then the answer would be yes, but oems continue to sell pc's setup with the least amount of security configured and do not even "i think" try to secure it, i thinks they just stick cd in drive and install, then add their logo to the backgound, some do go so far as to add a little spyware while they are at it, but most just don't get it, maybe ms should just make their own hardware like apple
