No, I'm not an RSO (Registered Sex Offender), myself, but I do know one. Their "legal status" is the way it is because an -18 posed as an 18+ (in other words this child...13 at the time... LIED about their true age just so they could act like an adult and consent to sexual relations with adults to make herself feel more adult, etc.) years ago before anyone knew to start checking IDs (as if that would do any good) just to be able date and have sex with someone. At that time the internet had absolutely NOTHING to do with what happened in this particular instance because the internet was not even close to being as wide spread as it is today!!!
So 'minors' and 'adults' having sex is not new!!! As a matter of fact there are STILL societies today where it is common place. Our 'society' simply makes it taboo within itself.
My "acquaintance" did their time (due to the parents finding out...after MONTHS of their child's behavior became known) and is "Compliant" with the SOL (Sex Offender List)...I sometimes accompany this person when they do their regular "Check-in/Update" with the Sherriff's Dept.
It's NOT the ones who are "Compliant" that need to be worried about! It's the ones who are not "Compliant"!!! The ones who are not "Compliant" are the ones to worry about continuing to perpetrate their crimes. (Recidivism: see http://education.yahoo.com/reference/dictionary/entry/recidivism for the definition.)
I see absolutely NO reason for those RSOs who are, and STAY, "Compliant" to have their names smeared all over the internet, etc. (See my previous posts for some of my plethora of reasons.)
However, those who are not "Compliant" and REFUSE to become "Compliant" do in fact deserve their life of infamy on the internet, etc! They DO have consequences to face when they are caught up with!
I see no reason for someone who honestly believed/s that the person they had/are having sex with is of age to be punished. If they were LIED to and truely believe/d that LIE then WTF???
They should, however, immediately stop the "relationship" and start following the law.
Another friend of mine (long gone now) had a daughter who ...at the age of about 13 (and confessed to me that she had been sexually active since the age of 10) kept running away, going to the local truck stop and LIED about her age(she knew how to apply make-up to look older than she was and it worked) so she could get to the state where her other parent lived. She willfully bounced back and fourth like this for several months before I helped my friend and their ex-spouse put a stop to it.
While she was staying here, with my friend, she LIED about her age to a 22 year old who was the "Candy Man"(drug dealer) of the area so she could be his "girlfriend". She believed she could "change" him. My friend (this child's parent) and I BOTH went to every single law enforcement agency in the area to try to get something done about this.
They would NOT do anything!!!
This was going on during the same time period that my newer "acquaintence" was going through their own ordeal in a totally diferent state!!!!! .....(early 1990s).
On the other hand, I.E.: The 35 y.o. who "likes" children (Recidivism does come in to the picture here!)does need to be taken from society.
In addition, I also see no reason that an 18 year old should have their whole life ruined simply because they had sex with their 17 year old significant other. THINK about THAT!!!!!!!!!!!!!!
This age group is going to do what it wants...FACT!!! Do you recall when YOU were that age???????? 
In closing, just use good OLD FASHIONED COMMON SENSE!!! UNbrainwash/DEprogram YOURSELVES, THINK for yourselves!!! Do NOT let this oppressive, neo-fascist regime win!!!?!!!?!!!?!!!
