Specifically runaways
I suspect a lot of the kids that disappear over the Internet are intentional runaways. That is sex with an adult stranger is a price they are willing to pay in exchange for room and board. They are sort of fostering themselves out skipping the courts and any associated uncertainties and embarrassments.

I would think that if not for mutual penalties to child and molester, in some cases after talking with their molester for a few months (1) they might end up getting sent home -- or (2) sheparded through child legal advocacy (i.e. there is truly a problem at home the child needs changed -- beatings, incest, etc.).

Bottomline: The molester might be providing non-judgmental "comfort sex"/attention to a youth with home troubles. What happens to the kid if you just yank that away and send them back under at least partial uninvited public scrutiny (police, teachers, psychologists, etc)?
