Incorrect info about UPNs
There is absolutely no reason to replace UPNs as there is no posible way that they cannot be unique. A Pupil's UPN is made up from:
1). A random letter
2). The School's DfES number and the School's Local Authority DfES number, both of which are unique.
3). Then a 5 digit number, generated in sequence.

Also, UPNs are moved between schools. Though they are for internal admin use. They are created at the first school you enrol at, and follow you until you leave compulsary education.

ULNs are, without doubt, change for changes sake.
