It doesn't
In Windows NT/2000/XP, by default, a program that is launched has inherits the privileges from the process that launched it. The problem isn't the OS, it's the fact that people are running everything as Administrator. (Granted, MS needs to do more to educate people and get them to use limited accounts.)

(On Windows 95/98/Me, your statement is true; everyone has full privileges.)
