Really? Which distro you talking about?
I can tell you that while a telnet client gets installed by default at least with Mandriva and Ubuntu the telnet server isn't even installed. Which I suspect is the norm with most other distros.

As for hacking tools, pretty much the same tools would be used on both linux and OS X as they are both unix derivatives with similar security set ups.
