Motivation and Security is Everyone's responsibility
I am a professional school bus driver as well as an I/T professional. On a bus, safety is what creates security for children, parents and school administrators. Since computers are a human invention, the computer security issues are much like human safety.

I received more than 60 hours of training to drive the bus both defensively and safely. I receive pay for an accident-free record and I must take a refresher course and a physical exam every year to remain eligible to keep my job as a driver. During that 60 hours, approximately 1 hours was spent on student discipline. I believe that a safe environment must created for children because they are both human and carefree. So, I sought out anyone whom I believed had a solid track record for creating an awesomely safe environment for children and asked them questions. The chidren I transport receive training twice yearly for each year they are in school, so they know the rules. In addition, I developed a my own consistent discipline of my own for insisting on safe behavior from children.

Yet, in spite of all the safety procedures I insist upon from myself and the children who ride my bus, I cannot stop some creative terrorist from blowing up my bus!

There is no such thing a perfect security in a human world. However, many people are far too comfortable passing the blame to someone else: management, dumb users, software companies, lack of training ... even bus drivers. With that said, each of the above groups should own their piece of the problem. Likewise, when you look at your own part, when was the last time you, made a decision to "do the right thing" when it would be easier to not do so? When did you last become angry and violate company policy to get even? Or better yet, when did you last see someone else violating a company security policy and care enough to say something?

All computers are a pile of on/off switches that do something created by a human being when the electricity is turned on. Security is everyone's responsibility.
