A Linux usewr is isolated completely from all other users and the root user on the host machine, so even if they deliberately downloaded a virus and ran it, it would only affect that user's partition on the machine. Agagin, Windows quite simply cannot enforce this feature because it is designed as a single user machine.

That statement alone shows your utter ignorance. Windows is just as much a multi-user OS as any other. Users are just as isolated from other users and the system as with any OS. A regular user in Windows cannot hose the operating system with the click of a mouse.

Windows does have security issues, but you are obviously clueless as to what they really are.

Go do some studying on how Windows (and Unix for that matter) really work and come back when you have a clue.
