You are, only partially...
True: Windows is insecure by design. Outlook has holes. There are more secure systems out there.

But you cannot always protect everyone from themselves. If you did- we would have cars that would only go 10MPH, pools that are only 3 inches deep, knives without sharp edges or points, and stoves that only heat up to 100 degrees F.

When people get in a car and drive it, they should have some basic understanding of gas, brake, steering, laws of the road, alcohol affects, weather conditions, etc. [and note that I said "should"] Yet people use e-mail without education, training, knowledge, or even common sense. [Ex: An e-mail from someone I don't know, with a subject of "Hi", with an attachment named Funny.exe, which I didn't ask for... Think I'll open it.] Have these people never heard that there are virii out there?

Although I believe that software producers should concentrate on making their code more secure, I don't believe that it is SOLELY their duty to protect us from ourselves and each other. People need to be accountable for themselves and their actions.
Ignorance of the law is no excuse.
Ignorance on computers seems to be the norm.
