MANY EMPLOYEES JUST DON'T CARE
Doesn't matter how many times you sit them in the board room, put the information in front of them, have them go through the happy-sappy powerpoint slides, it's up to THEM to enforce the security at their own desks. There is only so much handholding you can do to ensure the policies are being enforced, but when you have 60-year old grandmas that like to send their chain-letter Jesus loves you flash messages or their Merry Christmas Santa does the Macarena screen savers to 100-plus people in the workplace, or they open up that e-mail from someone they NEVER met in their entire life with the subject message HERE'S THAT INFORMATION YOU WANTED....what can you do? You can only reiterate again and again not to do it. Even if you punish those that do, people will still do it....

Unfortunately, it's the non-computer literate people who commit the most of these crimes due to ignorance and naievety....my suggestion: MANDATORY one week computer security orientation when you work for any major corporation or contractor, hammer it over and over again to NOT open attachments you don't know who they are from, to NOT give out their passwords or keep them on a yellow stickie under their keyboard, to NOT send funny e-mails all over the office....

There's only so much you can do.
