Why does data loss = identity theft in this day and age?
The fact that a thief who gets your SSN and address can open credit in your name in this day and age is an atrocity. The Credit Bureaus are too busy making money hand over fist selling you "Credit Alert services," which really consists of the moral equivalent of saying, "We'll check your barn every morning and tell you when your horses are gone." Why can't they allow consumers to voluntarily record their fingerprint data with their credit file, and require that that data be electronically matched whenever someone claims to be them? The infrastructure to do this already exists, and the instant credit desks would only need an internet connection and a $20 fingerprint scanner to use it. Consumers would simply present their finger to confirm identity to the Credit Bureau as part of the credit release. Even a bad guy having their fingerprint would not compromise this system, since the latest technology assures that data can't be inserted in to the electronic pipe.

Using this system would allow people to be sure that they are the only ones accessing their credit - putting a vault around it, instead of making blood money selling an after-the-fact burglar alarm alerting service.
