NTFS allows setting permissions
Unfortunately, this is true - for the FAT filesystem!

But convert the filesystem to NTFS, and you get permissions.

'As the admin, I opened the
shell and right clicked on the "Programs" folder
to set "Sharing and Security" permissions. They're
greyed out.'

Not so on my machine. I was able to successfully play around with them. I suspect either you're not using NTFS, or there's another permission interfering. Check to see who owns the folder, and check to ensure your admin account is really an admin account.
