Microsoft Windows is a single user operating system where all of the software running on the system is executed with Super-User, or Administrator, privileges. This means that there are no limits to what any software (e.g. Internet Explorer) can do.

Contrast this with real multi-user operating systems (e.g. Unix and Unix-like operating systems such as Linux) where there is a difference between the Super-User (aka root) and normal users. When you are logged in as a normal user, the software that you use, such as your web-browser, runs with YOUR LIMITED PRIVILEGES. This means that you are not able to modify the system software (e.g. install a "virus") because only the Super-User is able to do so. The worst thing that could happen is that your data files, in your home directory, could be affected.
