In theory, anything can be hacked into. If set up and monitored at the same level as a nuclear power plant, the odds of fraud are almost nil compared to the potential for abuse currently associated with existing ID systems such as Social Security numbers or passports.

Regarding the rubber thumb issue: There are existing systems that also measure factors including full hand scans, body temperature and checking for a pulse. If this isn't secure enough, consider iris scans in place of fingerpints.

Given the choice, I'd rather have my hands and eyes used as a form of ID while I'm alive versus having the coroner use them to ID my remains after a terrorist attack.
