Two assumptions here.

They can actually implement the system successfully

They can manage the data the collect effectively and protect it while sharing it with others.

Based on past history I would doubt that many if any baby boomers will still be around when and even if this system finally reaches fruition. They just want someone else to help pick up the tab this time because the Government is tired of spending billions on huge projects that never happen.
