Seriously looking at VoIP now ...

I've been thinking seriously about VoIP, so this story is timely for me. However, to be honest, I don't see the negatives as being big enough of a concern to deter me.
Not being in the phone book isn't a major issue, especially for the reasons they give in the story. I don't have my address listed in the phone book with my listed number currently. As for reliability, it's good enough for my needs. Cable has been down maybe once in the last year (maybe more, but not while I needed it); plus, I also have a cell phone if it's a real emergency. TiVo, an ethernet connection solves. And my security system doesn't rely on a land line currently (although it does use it as a back-up). The only real concern is 911; and that's fairly minor to me.
My concerns are on how it impact my PC's regular upload speeds (for download, I have more than enough to spare, but uploads are limited). If I'm not on my phone, is the bandwidth freed back to the PC, or does it lock the required bandwidth even when not in use? Even this is pretty minor to me though. The bottom line is voice quality and value for the money. And from what I've seen and heard, VoIP already has both.
