Yes and No
Well I agree that we have become used to the 100% uptime of a regular phone line, but having the AT&T VOIP service myself, I can tell you that "downtime" is not really a big deal.

Yes my service has stopped working once or twice since I've had it (growing pains), but considder that if the service does go down, the calling party will get an opportunity to leave a voice message, which you will get whe the service comes back up. How is this different from popping out to the store and missing a call, only to come back to a voice message? Unless you are at home 24/7, for all practical purposes it's just as reliable as a regular phone line.

Not making excuses for VOIP but I'm just saying it's not as bad as it might seem. I do expect uptime to improve dramatically as the service matures. I was one of the first to get DSL in my area when it became available about 10 years ago, and it also went through it's growing pains.
