Actually, Microsoft gives away a better tool
Having worked in that tool space, and consulted for firms that used Coverity, I can say that Microsoft's PreFast tool was of better quality (since both Coverity and PreFast improve, I will not argue on the specifics of a momment). Microsoft gives the tool away with the driver development kit, and requires its use on signed driver, so yes there is a similar program.

What is more, Microsoft is investing in additional tools to find bugs in the kernel and drivers. There are multiple companies doing the same for open source but like Coverity they charge big bucks for their product, so in this case Microsoft is cheaper.
