Agreed. Windows security needs to be USED.
NT-based Windows operating systems have strong security overall, but it is useless if the users purposely (or without knowing any better) bypass most of this security.

For instance, regarding users calling in saying they deleted necessary files... the Windows and Program Files folders are read-only for non-administrative users. That way you can't go and mess anything up. Any file and folder can be given permissions to lock down the system properly. Aside from installing/uninstalling software, and appeasing old, poorly-written software, there is NO reason why the user should be given permission to delete from Windows/Program Files.

In NT, everything from files and folders, to registry keys, to processes, threads, mutexes, etc. has a security descriptor associated with it. When you're an administrator, you have permission to do pretty much anything. So, for instance, an email attachment file that you run would have permission to terminate your antivirus, firewall, etc. (as the story mentions--checking for 275 different security programs to shut down). If you run the attachment as a limited user, it can't do this--it can do so much less damage (not to say it can't do anything).
