First off let me say that i believe in eye for an eye justice.

Secondly, the problem with our "civilized" legal system is that some of our judges are way too liberal.... Hence the need for Congress to attempt to balance the "criminal\victim" scale.

With those two thoughts in mind, let me say that I believe jail penatilies PLUS restitution to the victims would have the most negative effect on these crimes. If he steals 10.00 put him in jail for 2 years and make him pay back 50.00 to the victim.

But congress should go further to prevent the identity theft in the first place... not just deter it. SSN's should not be used by financial institutions for ID. Especially since some of these institutions offshore jobs that could have access to this info (an obvious national security threat but that's another story).

We need an identification system that is more secure, where the actual number\code never needs to be given out or seen by people. We have access systems (i.e. SecureId) that randomly change access codes linked to individuals, based upon TOD... Couldn't something like that be used for financial ID??? Of course it could, but why isn't it? Why does a Visa Card have a static number, couldn't it be similar to SecureID?
