Why identity theft flourishes
1. At the behest of business interests, Congress has allowed use of the SSN for other than tax and Social Security reasons.

2. Identity theft is not considered by law enforcement to be serious -- until it happens to them!

As long as these hold true, no mandating of sentences will be effective.
