minimum penalties for ID theft
I am not a Muslim, nor a believer in the Shari`a. But in the case of ID theft perhaps we can borrow an ancient concept from Shari`a law.

Cutting off a hand or two should send a definitive signal that Identity Theft is no longer a 'free crime' and it is time to find another way to make a living.
