Sounds like a scam
Think about it: The SCC wants to keep its identity secret, buyer wants to keep their identity secret too, I guess.

Anonymous payment method... supposedly not keeping records... these have other implications

Of course their clients (victims) couldn't call the authorities to report the scam.. that would reveal the client's identity!!

If SCC wants to make money from illegal activities.. it seems like getting a listing of source files and conning suckers out of $15k would take a lot less effort than getting and distributing actual full code trees which their possession of could probably stand readily as proof of wrongdoing...

I don't see how a co. trying to do business anonymously could reasonably be trusted.
