Not true! canada handles this exactly the ...
... same as the US. A police ooficer is still considerred and agent of the government when off duty. There is no loophole. It is completely permiseable in Canada for a private citizen to report criminal activity without first having a warrent to observe that activity. The cops can then perform a search based on probable cause and admit that evidence into court.
