Most any analogy would work with the subject of "criminal" activity.

Criminals make a choice to lead that kind of life and there is absolutely nothing that any of us can do about that, short of them getting busted & going to jail or prison, but most never get rehabilitated & end up back in crimnal activities on the street as no one will hire them depending on their record. Especially if one has to be bonded!
If your name is in the CPIC system, unless the charge is something very light, then you are basically "screwed" big time for a really good job w/ benefits, et al!

Even in prison, criminals have free access to computers & some of them are or learn to be great criminal technophiles!
There are others who just don't get caught. They chose their path & many criminals don't really care if they end up back in jails and/or prisons becuase most hard cored criminals have been "institutionalised" by "the system" anyhow.

Many of these "criminals" don't care about any new anti-spamming/phishing laws & anti-virri/worm authoring laws anyhow.
It sure keeps the Security (AV, firewall, anti-spam, spyware/malware) software makers on their toes & in business anyhow!
