not harsh enough
driving a computer on the net is just like driving a car on the highway. if you dont know how to operate a car, you are going to cause problems, and possibly death. which is why there is a licensing system.

if you dont know how to operate your computer, you cause many problems on the net as well, and should not only be shut down, but possibly fined.

the isp i work for shuts down computers on broadband seen to be bombing the mailservers with spam. to get back on, user has to make sure machine is cleaned beforehand.
