Help the unknowing "accomplice" first
Certainly few people would allow their pc to act as a zombie, if they even knew it was corrupted.

When a zombie's IP is discovered - send them a notice and instructions on how to fix the problem. If the notified user does not correct the problem - THEN send another notice and shut it down.

It's wonderful that so many tech savvy individuals understand this problem to such depths. But until the basic knowledge of how to fix or prevent the problem becomes common knowledge by the multitudes - the problem will persist.

Help people to become responsible. This technology is newer than most people's vcr's - and they don't know how those work either.
