These people are a plague
People who do this are a plague and should be eradicated.

Send in the SAS, Rangers, Seals, CIA black ops, the Mossad or Canadas' JTF2 or a multinational team and erase them, no sign, sound, they should just be gone. Do that a few times and the problem will diminish quickly.

Next find out where the money goes and go after them. If there is no money to be made there is no market for the spammers toolbox and the other toolkits that these malicious swine produce
