If you only look at the bare statistics...
... then Microsoft would be the world's largest enabler of malware, simply because they never have produced an OS that was bulletproof from the get-go (even Vista, which they still say is the "most secure OS ever" is full of vulnerabilities. Ever seen the massive list of upgrades that hit Vista every Patch Tuesday?).

However, people who exploit holes in software (whether for financial gain, a prank or whatever) are usually people who really don't care at all about the law.
