I half way agree with you about the victims. But on the other hand I don't. I was a victim of simular crime in the 1990's my idenity was stolen and my life was turned upside down in a matter of months by creditors sending me bills for accounts opened in my name by dozens of these crooks!
I've spent years to get my credit straightened out but still over ten years later I have collection agencies sending me bills for stuff I never bought or accounts I never opened.
The other side of the coin.
Locking people up in prision isn't the answer ether for petty crimes like id theft! I know because I spent a good 7 years behind bars in the state I live in now. And all the ones I ever seen come in there for petty crimes like id theft got sent to the nice prision units and didn't have to work in the fields picking cotton or corn etc. And they got out in 2 years for good behavior. Most states prisions are over crowded and can't support keeping petty crimals like id theft for long.
