As long as humans are in there any where
One of the few times I have actually had my bags 'lost' was straight from the counter. I was checking in on the left going to Chicago and the guy on the opposite counter on the Right was goin gto Denver. Needless to say my bag went to Denver and his Bag went to Chicago. No system is ever fool proof, you only manage to find the bigger fool. In this case it was the 2 stewardess' who tagged our bags.
