Impersonating a Federal agency or agent
is a pretty serious crime actually, lots more trouble than just spamming. But the sad reality is that 99.9% of computer crime is not a "priority" with authorities. And there is little cooperation across international boundaries for internet crimes, except for maybe child porn. Scamming and identity theft are much more rampant than the article suggests. For one reason, many people who are victims of identity theft don't know about it, or find out about it after months or years later.
