Mailinator.com used to have a 'spam map' (they say it will be back soon) showing the IP, location, and details of current spammers while they're emailing spam (anyone sending 300 emails a minute is not legitimate). Why don't ISP's shut off the connection of botnet (unsuspecting) spammers? Because they pay their bill on time. (I've called ISP's -- they don't care. Maybe if someone from the FBI called . . . ) Besides, they're too stupid -- and too cheap -- to install anti-virus software, even when it's free.
As long as no one cares to pull the plug on known spammers, or even contact them, we'll continue to get spam.
