Start at the other end
Make it illegal for banks to mail credit to people.
Make the banks responsible for requiring valid ID.
Make social security number useless without ID.
Make knowing others social security numbers useless.

Not possible?
That's how it is in other civilized countries.
That's exactly why it is more difficult to do ID theft there.
That's why it is easier to correct your credit history, because the banks/bureause
