Americans aren't wrong about security. It's just that Security application providers don't do a good enough job of explaining what needs to be done to keep your software up-to-date and yuor computer secure to the novice users.

Many people I have talked to say they have antivirus, but have a blank stare when I ask if they keep it updated. Same with Spyware software. I would venture to say most novice users think an antivirus application is a static application, install it once and you're done. They have no idea about getting updates. Same with Windows updates, etc. They use it like an appliance, not like a finely tuned BMW that needs periodic maintenance and a good waxing every now and again to keep it running smooth and looking good.
